A requested action is using the bluetooth radio and scanning was temporarily stopped. During this state:
All IotDevice.proximity will change to com.sensorberg.smartspaces.sdk.model.Proximity.Unknown
All list using Sorting.Distance won't be sorted.
Any new action executeStateChangeRequest that needs the bluetooth radio will immediately fail.
